Allocating Optimized Labor Housing Locations

Research and Analysis: Assessing the distribution of labor number and houses' locations across 60 cities in KSA amid COVID-19 and determining the pain points that could have contributed to poor health and safety conditions such as congested labor housing and close proximity to critical establishments such as restaurants and cafes.

Planning & Strategy: Designed a customized solution for optimizing locations of labor housing to reduce commute time and obtain the minimum requirements for health and safety regulations. Additionally, analyzed the distribution of labor houses to plan and schedule inspection visits to ensure full inspection coverage for licensed and unlicensed labor housing in addition to determining the permissible threshold for labor in different cities.

Execution & Optimization: Implemented an AI-driven solution using Agent-Based Modelling (ABM) and Genetic Algorithm (GA) to determine the optimal locations of labor housing across 60 cities in KSA, including the 17 main urban centers. Our data-driven approach analyzed demographic patterns, infrastructure accessibility, and economic factors to maximize efficiency and social impact. This work was published in the Low-Income Labor Housing Strategy of KSA developed by the World Bank, serving as a benchmark for future urban planning initiatives. Additionally, we developed a comprehensive inspection plan, approved by the National Program of Labor Housing, which institutionalized a structured framework for Amanahs to assess existing labor housing compliance and enforce full coverage. The solution not only improved housing allocation but also reduced logistical costs by 22% in pilot regions, demonstrating scalable success.

A Study for Establishing the Saudi Building Code Center

Research and Analysis: Assessed the current challenges facing the National Committee of the Saudi Building Code and conducted a benchmarking study on international best practices for operating models of regulatory bodies responsible for building codes in various countries.

Planning & Strategy: Conducted workshops with relevant stakeholders to align on the scope of the proposed center and ensure the proposed governance model supports the center’s key objectives.

Execution & Optimization: Developed and submitted a comprehensive study to the government, including a diagnosis of current challenges, benchmarking insights against global best practices, definition of roles and responsibilities across stakeholders, an organizational structure with required human resources, and financial forecasts detailing expected income and expenses. The study provided actionable recommendations to streamline operations, enhance inter-agency collaboration, and align with Vision 2030’s economic diversification goals. Additionally, we proposed a phased implementation roadmap to ensure smooth adoption, supported by key performance indicators (KPIs) to track progress and ROI. This foundational work enabled data-driven decision-making at the ministerial level and informed policy adjustments to improve long-term sector sustainability.

Mawani Statistical Data Revamp Project

Research and Analysis: Conducted benchmarking and a comprehensive assessment of the existing statistical system as part of Phase 1 during 2023. This involved evaluating data collection methodologies, quality assurance processes, and reporting frameworks against international standards from organizations like the UN and OECD. Our gap analysis identified critical improvement areas in data governance, timeliness of reporting, and integration capabilities across government entities.

Planning & Strategy: Designed and built a data platform using dimensional modeling and Slowly Changing Dimensions (SCD) to effectively manage historical data while maintaining data integrity. The architecture incorporated star schema designs for optimized query performance and built-in data validation rules. Introduced FineBI, a modern self-service business intelligence tool, offering users interactive dashboards, drill-down capabilities, and real-time data exploration features - a significant upgrade from traditional static PDF reports. This transformation reduced report generation time by 40% and empowered departments to perform their own analytics.

Execution & Optimization: The initial solution was implemented on November 28 based on stakeholder inputs, following an agile development approach with bi-weekly sprint demonstrations. Following additional feedback from the customer during and after User Acceptance Testing (UAT), further enhancements were executed and finalized in March, including additional data validation checks and user interface improvements. The iterative implementation approach resulted in 92% user satisfaction and positioned the platform for easy future scalability as data needs evolve.

Planning & Strategy: Proposed multiple licensing scenarios to ensure Saudi architectural principles are applied both to new building permits and to renovation permits. These scenarios were tailored to different project scales and complexities, ensuring flexibility while maintaining cultural and regulatory integrity. Designed an inspection model to align construction stages with regulatory compliance for architectural design, incorporating feedback from industry experts to enhance practicality and effectiveness.

Execution & Optimization: Implemented the proposed licensing and inspection processes through the Balady and Momtathel platforms, following approval by the steering committee. Streamlined workflows were introduced to minimize delays and improve user experience for applicants. Collaborated with the Urban Planning Deputyship in MOMRAH and the Development Authority Support Center to guide communication and change management for smooth implementation, including training sessions and stakeholder workshops to ensure widespread adoption.

Research and Analysis: Analyzed and assessed the current gaps and pain points in licensing services on Balady platform that included but not limited to land survey reports, construction and commercial licenses. Conducting benchmark studies to determine the best practices for issuing licenses

Planning & Strategy: Solutions were provided to ensure the submission of accurate land survey reports through third party verification. Additionally, waste disposal contractors were proposed to minimize visual pollution and illegal disposal of construction waste. SPL services were suggested to verify the accuracy of commercial license locations. Furthermore, qualification criteria for engineering offices and service providers were designed to ensure that a high standard of quality is maintained during the issuance of relevant licenses

Execution & Optimization: Proposed processes reengineering has been successfully implemented on Balady and the impact of the enhanced processes have been assessed resulting in 50% increase in the accuracy of commercial licenses locations, decrease in visual pollution resulting of illegal construction waste disposal by 15% and expected increase in private sector participation providing municipal services with better quality

Furthermore, a visual pollution index has been proposed in order to ensure measurability and effective tracking of the progress in achieving the plan objectives

Execution & Optimization: Provided operational support for Enablement and Compliance sector for more than 24 months for monitoring the implementation plan for treating visual pollution including estimating the required manpower for inspection, inspection coverage and building compliance certificate (phases 1 and 2) to ensure buildings are free from visual pollution elements (phase 1 resulted in more than 40% decrease in visual pollution elements)

Research and Analysis: Over the last 12 months - Project's Timeframe -, all the milestones have been achieved within time and budget. 26 contracts serving 26 Municipality services have been designed, legally reviewed, and deployed on Balady Platform. At the same time, a well-designed media campaign has been started, targeting both: Service providers, and Beneficiaries to urge them to utilize the contracts, which will lead to preserving the rights and obligations of service providers and beneficiaries, and as a result, reducing the burden on judicial authorities by reducing disputes.

Developing the Strategy of the Permanent Coordination Committee for developing the Construction Sector

Research and Analysis: Studying and the assessment of the current situation has been done as the 1st phase of the project. The main goal of this phase was to collect the current challenges that face the construction sector from different perspectives. For example, to collect challenges from the committee's stakeholders (13 entities between ministries and authorities), the team conducted one to one meeting with each stakeholder. Moreover, surveys were conducted to +14,000 entities to collect the challenges from the private sector as well as workshops with the Federation of Saudi chambers of Commerce. In addition, SWOT and PESTLE analysis has been performed. Furthermore, construction value chain analysis has been conducted to make sure of covering all perspectives in such a huge sector. After the collecting phase, challenges were processed in the cleansing and aggregation phase and come up with 93 challenges. The final stage was to prioritize the 93 challenges which resulted in 39 high priority challenges which were classified according to agreed streams of developing the construction sector to start addressing them in the next years.

Planning & Strategy: Sustainability was the main theme of the strategy of the Coordination Committee for developing the construction sector. The strategy applied sustainability in all the construction pillars. For example, adopting new technologies in a wider range would have a great impact on saving time, efforts and project cost. Consequently, the strategy aimed to establish an innovation Center for the construction sector which will contain new technologies adoption unit, R&D unit, and publishing the new patents related to the construction sector in order to raise awareness of new technologies and trends in the construction industry. Along the way, sustainability in the labor stream represented in the direction of providing the educational entities with the required specifications in the next years to work on qualifying Saudi capabilities in the required specification which will lead to decrease unemployment and provide sustainable jobs for the Saudi citizens. Besides, the strategy worked on addressing the gap between supply and demand in the construction sector, so, the ministry of economics and planning establish a new unit to study the gap between supply and demand in order to work with the responsible stakeholders on securing the demand for the construction projects. This will drive sustainability in executing the construction projects and help delivering projects on-time. Additionally, this will increase the attractiveness of the sector for foreign investors.

Execution & Optimization: After consensus on the suggested initiatives, the operational plan has been developed to provide a full picture of the initiatives including the name of the initiatives, key and supportive stakeholders, milestones, strategic and operational indices, and the expected risks and mitigation plans.

GCC Unified Classification

Research and Analysis: The requirements and standards of contractor classification systems in the Gulf Cooperation Council (GCC) countries have been studied to develop the GCC Unified Classification. This project also includes a study of the best and most effective practices in the process of unifying classifications. After compiling the classification criteria in the GCC countries, a descriptive approach was followed to analyze and study the criteria by placing them within categories and evaluating the classification criteria according to three determinants that play a fundamental role in describing good criteria.

Planning & Strategy: After analyzing the classification criteria compiled from the GCC countries, and due to the general similarity of classification criteria among the countries within the framework of the criteria, they were placed into groups according to their framework. Subsequently, the classification criteria were evaluated in a matrix based on descriptive determinants, to identify the most impactful criteria for inclusion in the unified classification.

Execution & Optimization: Due to its regional nature, the project's execution will not be undertaken within MOMRAH's plans this year, as the execution needs further alignment across GCC member states. However, an improved solution, developed during the project, was successfully presented and discussed at a workshop involving representatives from GCC classification entities and the General Secretariat of the Cooperation Council for the Arab States of the Gulf.
